Zhong Fu (钟敷, Chung Phu) was a noble scholar-official of Cao Wei during the Three Kingdoms period. He was a member of the preeminent Yingchuan Zhong clan, descended from the Eastern Han virtuous elder Zhong Hao (钟皓) and closely related to Grand Tutor Zhong Yao (钟繇) and Zhong Ji (钟记).
Serving in the imperial administrative service at Luoyang, Zhong Fu represented the Confucian scholar-gentry tradition that formed the administrative bedrock of the Wei state. He participated in court civil management, maintaining the legal and scholarly reputation of the Changshe Zhong family.
