Biography & Historical Record

Liu Wei (刘卫, Lưu Vệ) was Administrator (太守) of Guangyang (广阳, Quảng Dương) in Youzhou (幽州, U Châu) at the outbreak of the Yellow Turban Rebellion. In the fourth month of Zhongping 1 (184), the Guangyang Yellow Turbans killed both the Inspector of Youzhou, Guo Xun (郭勋, Quách Huân), and the commandery administrator Liu Wei, and they held the commandery seat at Ji (蓟, Kế; in the southwest of present-day Beijing). The notice is a single line in Hou Hanshu 8 (Emperor Ling’s annals) and is repeated in Zizhi Tongjian 58. No courtesy name, no father, no battle oration survives. He is a Han commandery head who died at his post in the first spring of the rising, not a turban captain and not a later Wei officer named Liu Wei (刘伟 / 刘韪 / 刘威 — different 汉字 on this site’s other lists).

Chapter 1 of the novel is the literary neighbourhood of his death, not a speaking part. Luo Guanzhong opens the Youzhou war with Zhang Jiao (张角, Trương Giác)‘s book from Nan Hua (南华老仙, Nam Hoa Lão Tiên), the yellow slogan, and a call for volunteers. Liu Bei (刘备, Lưu Bị) of Zhuo — the next commandery south of Guangyang — swears the Peach Garden oath with Guan Yu (关羽, Quan Vũ) and Zhang Fei (张飞, Trương Phi) and rides against Cheng Yuanzhi (程远志, Trình Viễn Chí) and Deng Mao (邓茂, Đặng Mậu). The novel does not pause to say that Guangyang’s administrator has already been cut down. History and fiction share the province and the year; they do not share the personal name on the page. Catalogs that mark “Chapter 1 / historical prototype” are placing him in that Youzhou frame, not quoting a line of dialogue.

Guangyang’s fall mattered because Ji was the administrative heart of the Youzhou south. Killing inspector and administrator together broke the provincial chain of command at the same moment Zhuo was raising militia. Liu Bei’s later Youzhou reputation sits on that ruined map.

Role in Romance of the Three Kingdoms

Chapter 1 (Three Heroes Swear Brotherhood in the Peach Garden; One Victory Breaks the Yellow Turbans) — same rising, name not spoken: Nan Hua gives Zhang Jiao the Essential Art of Great Peace. Zhang Jiao and his brothers don yellow cloth. Youzhou posts a recruitment bill. Liu Bei, Guan Yu, and Zhang Fei swear in the Peach Garden and kill Cheng Yuanzhi and Deng Mao in the hills of Zhuo. Historically, in the fourth month of that same year, Guangyang Yellow Turbans killed Inspector Guo Xun and Administrator Liu Wei (刘卫, Lưu Vệ) and occupied Ji. The novel chooses the volunteer oath and the first named turban officers; it does not stage Liu Wei’s last stand. Readers should hold both pictures: the garden in Zhuo, and the silent fall of the next commandery’s prefect.
